3G Finally Makes Its Way to Indian Shores...

Steering India towards a new level of wireless telephony, the government on Monday announced immediate release of spectrum for 'third generation' (3G) mobile services and allowed users to switch operators while retaining the cell phone numbers.

"The government has decided to release 3G spectrum in 2.1 GHz band with immediate effect," Communications Minister A Raja told reporters in New Delhi.

Number portability, which would allow users to change their service provider while keeping the numbers, will be introduced in the four metropolitan cities at the earliest.


Department of Telecommunications Secretary D S Mathur said about 30 MHz spectrum can be released to accommodate three players in the first phase.

Asked whether only existing 2G players will be allowed to offer 3G services, Raja said, "No. I want healthy competition; I want all the players to bid for it. As far as foreign players are concerned, they will be allowed subject to security clearances by Ministry of Home Affairs.

"The 3G licenses will be granted through a controlled, simultaneous ascending e-auction, by a specialized agency to ensure transparency in selection process," the minister said.

3G services will give users a better multimedia experience, with faster data transfer rates. At present, cellular operators offer only 2G services.

Although he did not give any time frame for introduction of number portability, Raja said he would try to implement it in the four metros by this year-end.

A meeting will be held with existing operators to seek their cooperation.

On 3G spectrum, he said besides the initial one-time charge, it has been decided that the successful bidder will pay additional spectrum charge of 0.5 per cent of the total adjusted gross revenue as recurring annual fee. This additional revenue share is proposed to be doubled to on one per cent of AGR after 3 years from the date of spectrum assignment.

Reliance Communications Gets GSM Approval.............


Even as Reliance Communications (RCOM) received formal approval from the government to launch GSM technology of mobile phone services in India, existing GSM players are up in arms to oppose the move.



"Reliance Communications Limited has received requisite approvals from the Department of Telecommunications (DoT) to offer GSM services on a nationwide basis under its existing Unified Access Services Licences," the Anil Ambani-promoted company said in a statement to the National Stock Exchange (NSE).

Opposing the move, the Cellular Operators association of India (COAI), a leading GSM industry body in a letter to the DoT secretary D.S. Mathur said: "It may first be pointed out that crossover is not permissible under the present policy and license regime has been recognized by both DoT as well as TRAI (Telecom Regulatory Authority of India)".

"Without prejudice to our submissions that such crossover/dual allocation of spectrum cannot and should not be permitted, it is submitted that even if the same were to be allowed, it can only be done through change in both policy as well as license as also after following due process of law," COAI added.

Less than satisfactory response to its products on a standalone basis from domestic educational institutions has prompted Adobe India to draw up new marketing strategies.

As part of this new initiative, the company has announced new site licensing and pricing packages for schools and universities.

For schools the company has a package called K12 (kindergarten to 12th grade). Under this scheme a school can install Adobe's software products – used for visual designing, web development and video production – in 500 of its computers, including the teacher's home computers, for a one-time fee.

According to country sales manager Sandeep Mehrotra, the cost depends on the kind of suite of software packages a school opts for.

For Indian universities the company's package is called Term Site Licence, which is valid for 12 months. The cost includes software upgrades that happen during that period.

According to Mehrotra, the company will initially target schools affiliated with the Central Board of Secondary Education (CBSE) and other high-profile private schools, totaling about 100,000 institutions.

He said the company will conduct promotional events and contact the schools directly as part of its marketing strategy. Schools having fewer than 500 computers can buy the company's products on individual basis and not as a suite available under the new scheme.

Motorola foundation announces Motorola Scholar Program to select scholars from engineering colleges based on a project in the areas of Digital Communications (technologies / architectures /protocols / end devices) suitable for rural areas and innovative applications particularly to problems in rural areas/of disadvantaged population. Selections handled by FOUNDATION for ADVANCEMENT of EDUCATION and RESEARCH consists of two stages.


Stage 1 : Receive project proposals from students in engineering colleges, screen them by experts and select projects for funding a seed grant up to a maximum of Rs. 5,000/-

Stage 2 : Selection of Motorola scholars based on the evaluation of the completed projects

Users at risk from 4th July .... Trojan Posted by Rene Millman at 5:57 PM , Wednesday, 4th July 2007. Storm spam Trojan returns as Independence Day Electronic Greeting Card.


Users have been warned that e-mails containing a link to download an electronic Independence day - Themed Greeting Card are in fact spam that instead downloads malware...

The storm Trojan has been Active since January this year and in it's current guise it comes via an e-mail inviting recipients to click on a link to receive an independence day greeting from a friend.
The links lead to a compromised computer hosting the JSECARD-a Trojan. The malware then attempts to download the MAL/DORF-C MALWARE.

Among the subject lines used in the spam e-mails include "America - The Beautiful","Independence Day Celebrations" and "July 4th Fireworks Show".
Should the malware successfully download and install the victim's computer... Then becomes a part of BOTNET. The storm Trojan has appeared in a variety of guises over the last few months. Usually, PIGGY BACKING on current events in a bid to entice the users into downloading the malware. Today's run of the Storm TROJAN using the 4th of july and it's hook continues this theme of exploiting current events to entice unsuspecting e-mail users into infecting themselves.

Graham Cluley , Senior Technology Consultant of anti-virus company Sophos said that the fact that the web link contains an IP Address instead of a web address should said ring alarm bells for users.

Rather than being send to a real E-Card website when u click on the link your are visiting someone else's compromised computer...

" What's great is that the Security Community is actively trying to get these sites to be shutdown. But the bad guys just keep on changing the IP Address in the new mails".
